MOFCOM’s WTO Affairs Department had requested a study on services outsourcing in order to understand how China could do better as a preferred destination for foreign companies. The study looked at market access from the legal and regulatory perspective. It addressed MOFCOM’s request to identify best practices in enhancing the efficiency of its services sector.
The study reviewed China’s regulatory framework, with a particular focus of ICT and made comparison and drew from the experience of two relatively successful countries (Ireland and India) respectively. The study was conducted by a team of EU and Chinese experts.
